Joe Parker has been in the insurance business for over 40 years. He is a breeder of thoroughbred horses at his Peach Tree Farm in the Sanger area of the San Joaquin Valley. Along with the horse operation, he has been involved in farming since childhood. In addition to Peach Tree Farm, he maintains mares in Kentucky and enjoys breeding, raising and selling weanlings and yearlings.

Joe started out in the insurance business after graduating from Fresno University with a BS in Business Administration. A short while later, he began working with Equine Insurance, and established Joe Parker Insurance that eventually would became Parker General.

His interests vary from participating in community organizations, to serving on the board of the California Thoroughbred Breeders Association and California Thoroughbred Sales as President. Joe enjoys riding, horse racing, farming and spending time with his family. He takes great pride in meeting the needs of his clients on a daily basis.


Donna Chopp-Parker has managed Equine Insurance since its purchase by Parker General in 1993.  She attended Cal Poly, Pomona as a pre-vet student and worked at a large equine clinic in Chino, CA for 15+ years. Donna is currently very active in the marketing and promotion of Equine Insurance, attending numerous equestrian events across the country. She is a competitive Hunter Jumper rider, and enjoys painting and drawing. Donna is also involved with horseshow associations and committees, and enjoys giving back to the equestrian community.


Kathy Champ is the Parker General Office Manager and specializes in assisting with Worker’s Compensation and other non-equine related insurance. She started in 1995 handling the Personal Lines Insurance Division of Parker General. She also kept busy raising 5 children, therefore many evenings and weekends were spent at sporting, ROTC and band functions. Nowadays, Kathy and her family spend any extra time they can find camping, cruising or touring wineries.
